While the standard duty trousers were black wool gabardine (just like most of the Starfleet uniform garments of the era), some of the women's DS9/NEM duty trousers were black spandex (just like the female spandex uniform jumpsuits worn by Jadzia, Ezri, Deanna, and Beverly).
While barely noticeable on-screen, the spandex reacted quite differently under photography lighting and so that it's quite obvious when garments were spandex rather than wool gabardine, even when observed from a distance:
As if that weren't obvious enough (in auction photos), a close inspection of the fabric reveals that it was definitely not wool gabardine!
As best we could tell, the duty trousers seen on Voyager were always wool gabardine, as the spandex jumpsuits were really only a thing with the DS9/NEM uniforms, and even then only "hero" uniforms for the four lead ladies.
